Notice of Suzhou Municipal Government on Implementing Principal Responsibility and Postponing Resumption of Work to Enhance Prevention and Control of Novel Coronavirus Pneumonia
Governments of county-level cities and districts; Administrative Committees of Suzhou Industrial Park, Suzhou New District, Taicang Port; Municipal commissions, departments and all directly-affiliated units:
In order to implement the requirements of the central and provincial governments, and the No. 3 Notice on Enhancing Prevention and Control of Novel Coronavirus Pneumonia Outbreak released by Suzhou Novel Coronavirus Pneumonia Prevention and Control Headquarters, the followings are hereby announced to reduce mass gathering, curb the spread of the epidemic, and resolutely fight the epidemic prevention and control battle to better safeguard people’s lives and wellbeing:
1. In accordance with the latest requirements of the Notice of the General Office of Jiangsu Provincial Government on Delaying Work Resumption of Enterprises (No. 20﹝2020)), staff of all kinds of enterprises shall not return to work before 24:00 February 9th.Excluded are the industries of necessary public utilities (e.g. the supply of water, gas, power and communications), departments engaged in the prevention and control of novel coronavirus pneumonia outbreak (production and sales of medical apparatus and instruments, drugs, and protective products), industries closely related to people’s daily-life necessities (e.g. supermarkets, farmers’ markets, food production and logistics supply), and other enterprises closely relating to national economy and people’s livelihood.
2.Enterprises that have not halted production during the Spring Festival can maintain operation after being examined, verified and approvedby the government of the county-level city or district where they operate. In the meantime, they must strictly put in place the measures of preventing and controlling the disease outbreak.
3. All localities should resolutely implement jurisdictional responsibilities, establish an enterprise prevention and control working group composed of the departments of industry and information technology, human resources and social security, commerce, health care, market supervision and others to supervise and manage the work related to resumption of work and epidemic prevention and control. It is necessary to strengthen tailored guidance and implement principal responsibilities of enterprises for epidemic prevention. All enterprises within your jurisdiction should be urged to take prevention and control measures and service assurance for a stable and orderly society. All enterprises shall have their returned employees registered one by one to strengthen the whole-flow management, implement quarantine inspection and health protection, so as to ensure a safe work resumption.
Any employee returning from nCoV-stricken areas to Suzhou must be quarantined for 14 days at home or in his/her dormitory. He/she shall not be allowed to work unless he/she shows no symptom of infection after the quarantine period. Relevant enterprises and local governments should make sure the isolation be conducted with necessary supports.
Enterprises resuming operation must keep monitoring and report the physical conditions of their employees on a daily basis. Should there be any confirmed or suspected cases, they should immediately report to local government and take effective control measures. Enterprises shall protect the legitimate rights and interests of employees in accordance with the law.
4. Enterprises that need to resume work ahead of schedule for special reasons should submit a written application to the local government of county-level city/district who will examine the application and report to the municipal government of Suzhou. They are entitled to resume work only after obtaining a formal approval from Suzhou Municipal Government. All localities and departments shall strengthen supervision and control of the enterprises resumed working. Any enterprise who resumes work in advance without approval, or fails in fulfilling the responsibility for epidemic prevention as required, shall be held accountable in accordance with relevant laws and regulations.
Governments, departments and related enterprises should earnestly implement the national, provincial and municipal work requirements. With concerted action and minds, we are set to win the battle of epidemic prevention and control.
